My neighborhood has been doing just this, and I'm hoping others will contact me with problems they're having.

ordinances surrounding legal HOA's, secret groups of neighbors band
together in older neighborhoods to enforce what they view as distressing
violations of their neighborhood. They interpret local ordinances, and
persecute violators. Much like Zimmerman used a gun as his enforcer,
their main enforcement tactic is secretly stealing property,gossip, and
vandalism. Exclusive membership is not open to every neighbor, and
religion-based criteria for members is usually present. Their meetings
are rarely disclosed to non-members, so they violate Sunshine Laws.Money
is collected voluntarily, with no visible accounting, or use of legal
escrow accounts are visible. Voluntary dues pay for religious events
like the appearance of Santa, or the Easter Bunny. Luminary packages are
often sold with no declaration of the purpose of the money. There is a
mixture of business models with the most closely copied model being
non-profit, and political. The separation of church and state is
violated due to the political nature of these illegal
associations.Non-members in a neighborhood are ostracized, penalized,
and hopefully forced out of the neighborhood. The remedy is to find out
who the members are, and get an injunction against their activities, and
sue.
